Lead to Literacy provides professional learning and support organized around the seven interconnected domains of a strong secondary literacy system.

 

Together, these opportunities build capacity across COEs, LEAs, and classrooms to strengthen adolescent literacy outcomes.

AIM Institute

Literacy Implementation & Systems Coaching Expertise

AIM specializes in helping education teams move from literacy plans to implementation by examining systems, using needs and implementation data to identify a high-leverage “driver,” and coaching leaders through focused improvement rather than layering on disconnected initiatives.

 

Connection to Lead to Literacy

Within Lead to Literacy, AIM’s work will focus on data and assessment learning, leadership, data-driven decision-making, and assessment, helping COEs and LEAs use evidence from their implementation to identify priorities, make informed instructional and systems decisions, and determine where refinement or additional support is needed. Through relationship-based, tiered coaching, AIM can then help leaders translate that data into action, strengthen county-office facilitation and coaching capacity, and sustain increasingly targeted literacy implementation over time.

California History-Social Science Project

Disciplinary Literacy & Inquiry Expertise

The UC Davis History-Social Science Project brings deep expertise in disciplinary literacy, inquiry-based instruction, media literacy, civic engagement, and equity-centered history-social science teaching, helping educators make reading, writing, speaking, listening, and thinking visible within the discipline.

 

Connection to Lead to Literacy

For the grant, UC Davis helps leaders and teacher teams understand what strong literacy looks like in content-area classrooms and translate that understanding into practical instruction through interactive professional learning, communities of practice, and classroom-connected application.

Californians Together

Multilingual Learner & LTEL Expertise

Californians Together brings specialized expertise in multilingual learners and long-term English learners, connecting literacy with comprehensive English language development, MTSS, translanguaging, culturally sustaining pedagogy, and system-level leadership for equitable access.

 

Connection to Lead to Literacy

Within the grant, Californians Together helps COE and LEA teams embed language development into universal literacy instruction through professional learning networks, institutes, webinars, and trainer-of-trainers support that is designed to build lasting local capacity.

Chartwell

Secondary Structured Literacy Expertise

Chartwell brings expertise in secondary structured literacy, with an emphasis on helping practitioners strengthen specialized literacy instruction for adolescents who need more explicit and intensive support.

 

Connection to Lead to Literacy

Its grant role pairs an in-person Secondary Structured Literacy Institute with modeled lessons and regional coaching so COE teams can see effective practices in action and support stronger implementation across local settings.

Glean

Structured Literacy & Coaching Expertise

GLEAN Education combines expertise in structured literacy, dyslexia, secondary intervention, and educator coaching, helping teachers and leaders strengthen both the content knowledge and coaching practices needed to support struggling adolescent readers across subject areas.

 

Connection to Lead to Literacy

Through the grant, GLEAN can build the capacity of coaches, leaders, special education and RSP staff, and classroom educators through coaching academies, job-embedded support, and practical implementation guidance that connects structured literacy to real secondary settings.

Keys to Literacy

Adolescent Literacy & Systems Leadership Expertise

Keys to Literacy brings deep expertise in evidence-based adolescent literacy, structured literacy, and the Science of Reading, with particular strength in helping secondary educators and leaders build a shared understanding of effective literacy instruction and the systems needed to support it.

 

Connection to Lead to Literacy

Keys to Literacy provides a common instructional foundation for the Lead to Literacy network through Keys to Adolescent Literacy learning and facilitator development, then helps leaders carry that foundation into system-level practice through shared walkthrough look-fors, assessment and intervention guidance, learning walks and coaching, and secondary literacy leadership institutes.

Tulare County Office of Education

Family & Community Engagement Expertise

Tulare County Office of Education contributes a family and community engagement lens through its FACE TCOE Playbook, emphasizing the role of authentic partnerships in supporting student learning and school improvement.

 

Connection to Lead to Literacy

Within Lead to Literacy, this work helps teams connect literacy improvement to stronger family and community partnerships so implementation is supported not only in classrooms and leadership systems, but also through the relationships surrounding students.

U Mass Global

Flexible, Credit-Bearing Professional Learning Expertise

UMass Global brings a broad portfolio of flexible professional learning in literacy, the science of reading, family and community engagement, and related instructional areas, including asynchronous and graduate-credit options that can be accessed by individual educators or school teams.

 

Connection to Lead to Literacy

For the grant, UMass Global offers a scalable way to match professional learning to each LEA's assessed needs and literacy plan, with courses that can be paired with coaching, PLC discussion, and team application so learning translates into local practice.

Leadership & Coaching Expertise by Instructional Coaching Group (ICG)

ICG brings expertise in instructional coaching, leadership development, and partnership-based capacity building that helps education leaders turn improvement priorities into sustained professional practice.

 

Connection to Lead to Literacy

Within Lead to Literacy, ICG supports Lead COEs through convenings, coaching, site-based learning, and embedded planning so county leaders can strengthen the systems and relationships needed to guide literacy implementation across regions.

Research-to-Practice Expertise by UC Riverside

Dr. Michael Solis brings expertise in secondary literacy research, assessment, MTSS, and data-driven decision-making, with a particular strength in translating research findings into practical guidance for education systems.

 

Connection to Lead to Literacy

His role in the grant helps Lead COEs validate tools and recommendations, interpret evidence, and use data and research to strengthen the systems that support adolescent literacy across schools and districts.
